How can I achieve the drop-down navigation of this example site?

The example site refuse my access, so I can't see the site.
Based on your screenshot, Unfortuanly GP doesn't have a built-in feature like that, it will require a plugin or custom development.

I'm not aware of one what's having the exact feature you need, but I would recommend looking for filter plugins:

It might have limit to geolocation? I'm in Canada, not sure if that's the issue :)

Geolocation is not the reason, Berlitz operates worldwide and should be accessible everywhere.
Site seems working now, you can look at it now.

You'll need a plugin for this as the theme and it's addon's main focus is for styling the site.
This particular section deals more with a niche site functionality (select box). You may want to try searching for select box plugins that. I believe some Forms plugins allows submit actions like this one. :)
