Double or Stacked Footer Widget

I'm not exactly sure how to articulate a footer similar to this - https://www.cityfirst.church/ with a contact bar (gray), navigation menu (black) and copyright footer bar.

I understand how to add multiple widgets in the footer widget area but they become columns. How can I have footer widgets stack on top of each other like the above example? Ideally they can be different colors.
