Displaying comments link and count near byline

Hello!
I apologise if the question has been asked before, but I searched a fair bit here and couldn't find a topic on what I want to do.
Currently, a blog post will show the following entry meta right after the post title:
DATE, TIME BY AUTHOR
I would like to be able to add something to it, such as the comments link and count, perhaps right after the AUTHOR.
How do I do this?
