Will this be dynamically populating?

If not, you can create this layout with GenerateBlocks' Grid block and Headline Blocks with icons.

Simply add a Grid Block w/ as many column container blocks in it as your categories.

You then manually add Headline blocks with icons for each column container blocks. :D

GenerateBlocks is pretty light and it's something Tom developed as well so if the concern is performance, it shouldn't have much of an impact.

Doing this manually by code is beyond the scope of support as it falls under site customization.
