Display all posts - https://www.example.com/?post_type=post ?

Sorry this may come across as very silly but just wanted to confirm the correct way to go about this...

What is the best way to show blog posts using a url structure like https://www.example.com/latest-news

I know one way to show posts is using URL - https://www.example.com/?post_type=post, so how do convert this url into a permalink being https://www.exapmple.com/latest-news? Is the answer URL rewrite? Also how do I setup the title and meta tags for this url? Is there a better way to do this without using a plugin?

Currently I am styling the https://www.example.com/?post_type=post using Elements - Layout and Header with Display Rules Location set to Blog.
