Dispatch home page structure

I'm trying to use a new static page I'm creating as the home page. However, when I put in the new page the section directly under the primary navigation bar doesn't go away. That section displays above the static page I am now using.
How do I make it so the new static page shows under the navigation bar without the old elements showing.
I have a screen shot, but don't see how I can attach it here.
Please advise.

This section is inserted with a hook element which can be edited or removed at:
Appearance > Elements > Magazine Grid.

Can you help with something else?
The image I'm using in the top section of my new home page doesn't appear to be fully responsive. When going from a desktop to mobile the image doesn't fit on the smaller screen. Can you tell me how to fix that?

This image is a background image, it's actually responsive :)
You could try to reduce the text padding top and bottom for mobile. It's currently the same as desktop.
