Disable page title missing

Sometime today, the ability to toggle the page title on or off disappeared - and it appears the template panel as well. I've cleared both caches, I've toggled the template panel on and off in the preferences for block editor, but I can't seem to figure out where this option went. Is there a GP setting that interferes with this?

Are you referring the eye icon beside the post title?
If so that's removed in the recent update as it wasn't really being used from the feedback we've recieved.

Okay, I think I see what happened. I haven't updated anything over the last few days, but it seems the layout panel has relocated to the bottom of the page rather than the side settings panel. Any ideas on why?

I'm not sure why it would happen unfortunately - GP doesn't have the capability to move the metabox.
WordPress certainly didn't make it easy to drag the metabox back either.
