[Support request] Disable Elements Overview is visible only to admin, not editor or any other role

Disable Elements Overview is visible only to admin, not editor or any other role.
Have not noticed problem before, so I believe some update to either WP or plugin can have made the problem.

What to do?
Is there a way I can define if this or other fields are visible to different roles?

Website url will be of no use, its not active for viewing yet.
