Disable Elements - Global Setting

Hello, All -
Is there a way to set-up disabled elements globally nstead of on a per-page basis? It would be nice to be able to define the default values for the entire site - such as switching off the featured image display. I know this can be done with CSS but it would be more useful to control the settings directly.
In fact, it would be great to be able to define the defaults for the entire "Layout" settings!
