Difficulty implementing changes within GP Premium Hero element

At https://florapotts.com the hero page images and existing text layouts (achieved using Dashboard>Appearances>Elements) are to be retained as they currently display. I find this area difficult for making changes and impossible for previewing.
As visible at the top of the https://www.harrods.com/en-gb/ pages, I would like to emulate their fade in/fade out text message with clickable links, at the top of the page above our own combined header/mobile menu bar, against a colour background. Both text and background colours are as yet unconfirmed, therefore they need to be changeable and not just use default site settings. Font size and style to also be changeable.
What code is required and precisely where and how should it be inserted so that updates do not cause changes. (BTW All plugins are up-to-date and I do have Code Snippets and Simple CSS plugins in use). Since the site is for UK only there are no complications with language translations nor CDNs etc.
If, as a bonus within the parameters of the solution you provide, can you tell me if/how I can also achieve the Ken Burns effect? Attempts to install a slider plugin slowed the site loading time too much.

Using GenerateBlocks to build your page hero visually may be helpful: https://docs.generatepress.com/article/block-element-page-hero/
That way you're not stuck editing plain HTML.
Fade in/out text like that would require custom javascript, which is outside the scope of our support, unfortunately.
You can achieve the transparent header using a Header Element.
The Ken Burns effect would also likely require custom development. It may be worth trying a service like Codeable.io for these items if you aren't able to find plugins that achieve them in a performant way.
