Is it possible to use “menu A” in “header element block A” and “menu B” in “header element block B” somehow?

The header element doesn’t have that option.
You can try a plugin like this:

No plans for that unfortunately. Can’t recall it being asked before.
Usually the plugins suggested above would work.
