Different Amount of Footer Widgets

On pretty much all pages of my website, I want only 1 footer widget to be displayed (about the author widget).
On the About Page, I do want to show both footer widget #1 (list of categories) and #2(list of tags). This way they are side by side rather than one on top of the other(I would want them as separate containers as well if possible, but I don't think that's easily feasible).
