Difference between alt text form field in Gutenberg vs Media Library?

When I add an image to my blog I have the option to add alt text in image properties in the right-hand column of the Gutenberg builder.
When I go to my media library I also have the option. If I add alt text in the media library it doesn't inherit the alt text in the Gutenberg builder and vice versa.

I'd rather not add alt text twice. My question is, which is the parent alt-text? Which has priority?

Media library and image block are 100% WP core functions. As you know, it's not a theme related question :P

As far as I know, if you add alt text in media library, when you add image block to posts/pages, the alt text field will be filled automatically with the alt text previously added in media library.
