Decrease space between Primary and Secondary nav bars

Is there a way to decrease the space of the header? I put the site logo as a sticky element in the Primary nav bar and now have this big gap.
The end result I am going for is a primary and secondary nav bar stacked on top of each other close to the top with no gap between the content.
I am not sure how to get there.

Reducing the header padding here to 0 should work: https://docs.generatepress.com/article/header-padding/.

I checked and they are set to 0 for all values in the header padding options.
Any other ideas?
Are you using a child theme?
No.
Are you sure? I'm seeing 40px being applied here: https://s18.postimg.org/hb0tw26d5/2018-01-23_1324.png

If not can you try disable all non-GP plugins to test?

No child theme, but I did find the plug-in that was causing it.

When I deactivate the plugin, the space goes away.

That's weird.
Was there any content code in Simople CSS?

It didn't seem to have any in it. I think I added it a while back because of some other issue that I had at the time. I use Elementor as a page builder and sometimes there is some weird stuff from it.
