I checked… not going crazy.
The little crayon icons are not showing up when in Customizer mode.
I added two new plugins recently: ‘Ninja Forms’ and ‘Popup Addon for Ninja Forms’. Thought they may have done something. But disabling them didn’t fix the issue.

That’s actually a WordPress feature, not GP.
Perhaps there is a plugin blocking it? I would give #1 a go here:
https://docs.generatepress.com/article/debugging-tips/If not then you’d have to check with WordPress’ support.
