Custom top bar mobile

Hi there,
I created a custom top bar using the hook element to show before header. It shows the background color on both desktop and tablet, but not on mobile. What am I doing wrong?
Also, is there a code to make this custom bar sticky? I don't need the menu to be sticky.

Hi there,
your CSS for the Top Bar is inside an @media query, remove it from where you currently have it and paste into the very top of your custom CSS.
