Custom Sidebar (Best Content Posts)

I’m trying to develop a custom side bar element/widget where I can list my best content and add links those posts

Not sure I fully understand your question.

Do you want to manually add the content?

Have you tried both of block element - sidebar and widget?

What is the best way to create a sidebar like "Categories" where I could label it as "Best Content" and pick and choose blog posts that I want to list in that section so that I can link out to those posts? I also want to create the same spacing as the pre-made "Categories" block so it looks all evenly spaced.

Sounds like you are trying to manually add your content? How about giving the List block widget a try?

I did a quick test, as you can see, the upper one is using Categories block widget, the lower one is using List block widget:

I added Heading block to add the title, then Group them into 1 widget:
