custom menu direction in rtl language

Hi,
I have added a custom menu form wordpress widget to top bar. Now Custom menu direction is OK in mobile view but it is reversed in desktop view. The menu should appear from right to left but in desktop view it appears from left to right.
Any css?

Please see it in desktop view and because it is in RTL language I should give you some more information. Keep this word in mind (صفحه نخست)
it is homepage and should be to the right side but it is located to the left side. Also I do not want to change menu order in wordpress menu section because in that case desktop view will be ok but mobile view will be reversed. In short I can say that desktop and mobile view for custom menu are reverse of each other. When I want to make one of them RTL the other one goes LTR and vice vesa.

Also I appreciate if you can have the fix for WPML RTL with two languages like:
UTL >> English = primary
RTL >> Arabic = secondary
