Custom Event ?

Hi,
I'm trying to figure out which code from the theme is needed to track and make a sendinblue email send on event.
So like a new user signing up, but a different process and theme code required. I want when a listing has changed from "pending review" to "Active" or the code for the "save" button on the "advertise" page, when that is clicked for an email to be sent. So my question is how do i find the code for said actins for sendinblue to know when trigger required.

It's not something that the Themes code has any control or responsibility for.
The main script they provide for setting up the automation can be added to the wp_head ( which is before the opening body tag ) using a Hook element

I understand at this point I require other support, or help advise with finding the script responsible for WordPress status update. Could perhaps advise where I can find this?
The script sendinblue provided i have already added to a hook element and the welcome email works on signup, issue is setting up a custom event to trigger a new one that's not built in.(like welcome message and script given)
Im assuming i require another script that's custom to add to another hook element then to setup on sendinblue side?
The actual task im trying to acheve is once someone adds a listdom listing, once approved by mod the user would receive a confirmation email.
Unfortunately we don't offer custom development service and don't have a contact for this either.
