cURL error 28: Connection timed out after 10000 milliseconds

I get this error when I try to update the GP Premium plugin.
I added the license key and clicked on "Save".
Then this error.

Why is this website only.
Is there any incompatibility with any plugins.
On my other site its working properly.
There is no way for us to tell why it's just this site.
You can definitely try deactivating all plugins to test.
Let me chip in here. Same error first time on a dedicated machine. cURL enabled, latest PHP 7 branch. IP: 78.47.17.8. Did all as listed in the support document. Error comes up when trying to activate GP.
It's usually one of two reasons why this happens:
1. Our server has blocked your server due to too many login attempts.
2. Your server isn't allowing communication with our server.
We can check #1 with our server if you'd like to provide your server IP.
