CSS Styles Not Taking Effect

I'm using GB 1.1.2, GPP 1.11.3, and GP 2.4.2
When I add CSS to my child theme's stylesheet the changes are not getting applied. When I add the CSS in Customize > Additional CSS the changes work.
The settings in Customize are General > Dynamic CSS set to External. I hit the Regenerate CSS button numerous times but the changes made in Appearance > Theme Editor > Style.css aren't being applied.
How do I get the changes made in my stylesheet to take effect?

can you disable the SG optimizer so i can take a look ?
It's deactivated now.
Just checking your home page - i can see the Child Theme styles being applied - for example the H3 heading. Can you confirm? If thats the case then it looks like SG Optimizer may be messing with the CSS order.

Yes, something to do with SG Optimizer. SiteGround fixed it. All good now.
