croppping or use padding or both?

Hi! No matter how I crop (in Photoshop) or change the padding of the footer image, it will be cropped when published.
how to do this? I want all of the image visible in fullscreen mode (and for tablet and phone it can adjust itself however it wants)

Now I have 210px top padding and that's best setting I can find.

Hi there,
That's just the nature of using a background image.
Can you try using a static image with an image block and see if that works better?
