Do you ever need to activate elements?
I know that general element plug-ins that are not elements of gp premium are very heavy on the site, so I have experience deleting them while using them.Is the element of gp premium okay?
I would also like to know how I can checkpoint the list without dotting it.

The Elements Module.
No you do not have to use it. If there are no Elements saved in Appearance > Elements. Then you can de-activate it.
However, GP Elements are only as Heavy as the content you add inside them. It is no different to the content you add to the post editor.
