creating a contact us form

I am creating the contact us form using Site Editor, when we click on the button to "add form" the iframe popup doesn't fully open. It just shows as a small box (like the top border) so I can not add any information into the form generator.
I have tried from different screen sizes, operating system (mac vs windows) and different web browsers - they all do the same.
I am a novice, so any step by step guidance would be great.
