Created element not visible

I created a new header element, and I added a custom image to the Page Hero.The location in the Display Rules is set to 'Entire Site'.
But, the header element not visible, on no page.
Hi there,
please make sure that:
1. the header element has some content. If you only want the image displayed put this HTML comment in their:
<!-- Hero Image -->
2. there is a Top and Bottom padding value as this gives the element its height.
