Do I need to create Home and Blog Pages and choose the front page to be Home and Blog page to be Blog in Settings > Reading before creating Hero Pages?

Thats correct.
That site was created using a Header Element for the top section – similar example here:

Created a Header Elements as in Example 3. I have created Home Page too and in Display Rules, I choose Page > Home Page but the header Example is not showing.

The Icon images are simply images placed in a Columns Block using the core gutenberg editors.
The different lists are different WP Show Posts lists added to the editor using Shortcodes.
