Create Blocks has no right hand margin information

I found an article about creating blocks and tried to create a block with generate blocks. The article says that I should have a whole list of things in the right hand column, but it is completely blank. How do I generate blocks?

Not sure if I fully understand.
Have you installed and activated GenerateBlocks?

If so then you should be able to add GB in the editor:
