Crawlable Menu Links

I am trying to make my mega menu links (css code provided by GP) crawlable by Google. In researching the matter, it appears that for something to be crawlable by Google, it needs to have an <a href>. However, for some reason, I cannot add the <a href> to the url of my menus in GP. Do you know how I can do this? Here is my live website https://www.savacations.com/.

Not sure if I understand.

All the menu items should have link structure like this:

Sorry about this...I think I figured it out. If you use Custom Links, the url will not have an a tag, but if you use Page links, the url will as you show above.
