Copyright and footer bar navigation

I can change the copyright notice and create footer menu which appears in the footer bar, but not both. Either the menu shows and the original copyright or the new copyright and no menu. Huh?

Click the cog icon and change it to Publish
No! This shows the correct copyright but no footer menu. How do I return it to draft? I'm not ready to publish the site. I'll give this problem one last time to be solved and then giving up and using the default copyright and the footer menu if I can still get to it!
I logged into your site.
Go to Appearance > Widgets - edit the Footer bar widget area, select the Navigation Menu block and Select Menu. As that is currently empty.
Almost there! The menu shows correctly as does the copyright. Yipee!
But, and I don't know if I should open a new support ticket, the menu links go to empty pages, even though the real pages exist. Instead GP creates a new blank page for the link. I've tried permanently deleting those pages, but they keep coming back. What to do?
