I have a right sidebar on desktop. In mobile that sidebar will goes above footer. I want to convert that sidebar into off-canvas right panel which is same as primary menu which is shown as left off-canvas panel in mobile.

It’s not possible without a custom solution unfortunately.

You could try adding the same widgets that are in the sidebar in the off-canvas widget area:
