Content wider than screen, Viewport not set

I received this error on my first attempts to submit my site for indexing.
I see this topic in the help area and the answer is not clear.
I need to know where to correct the viewport and text too small size issue.

Any chance you can disable all plugins to eliminate any conflicts first?

Did the error specify which texts are too small?

Leo, thanks for getting back to me.
I deactivated all plugins, but testing shows no joy.
The image shows what the google test gave me.

Hi there,

That screenshot is showing your site without any CSS applied to it. That's usually caused by caching plugins minifying and combining your stylesheets.

You likely need to clear your caches/try a different caching/minifying plugin.
