I can see where to adjust the content padding, but as I change the numbers nothing happens.

This page is not using any Elementor items at all and the padding is not working. In fact, I think the page title has nothing to do with elementor at all. Shouldn’t that be affected by the padding setting of your theme? It’s set to the default page type even and only has text in the default page editor. Honestly, I feel like this was working before the most recent update. One of the reasons I purchased GP pro was for the spacing feature.
When I used anything else in that part of the customizer, it works fine.

Looks like you have Contained checked here: https://docs.generatepress.com/article/page-builder-container/

Your first screenshot actually doesn’t show your Page Builder Container setting:

Yea, according to the HTML class and CSS, you have the page builder container setting set to “Contained”.
Both of those options will remove padding from the content area so you can then apply it using your page builder.
As Leo said, setting it to Default will allow GP to control the padding.
