Content Does Not Follow Container Width Without a GB Container?

I'm a bit confused trying to see what I'm missing. I set the content width to 950px with padding. Here's a screenshot: 
However, when I create page content it only follows the content width setting if it's inside a GB container. Here's a screenshot showing text inside a GB container is the proper width, but content outside that container (below it) is full width: 
Finally though I have padding set it doesn't seem to be added to the main content. For example, on mobile there is no padding at all: 
I think I found the problem--the page layout content container on that page was set to full-width so that a page element at the top could be full width.

thats correct - setting the Content Container to Full Width removes the themes padding and sets the page to 100% wide - its like having a blank canvas to build on.
