Container not Overlaying an Image

Hi
I am trying to have one container overlap a container above. The container above has the featured image, and the container below is simply an H2.
I set the bottom container up with a negative top margin and it looks ok when editing the post, but when it is published, the image overlays the headline.

If you select the Container that has Headline inside, in the spacing setting change the container z-index to 1
