Container margin constant

How can I create a layout where the container has a margin across all resolutions like this:

And how can I force the sidebar to collapse greater than 768px? Content is very narrow for widgets.

Sorry not quite sure what I'm seeing here. Can you explain a bit more or maybe show a screenshot of what you are referring to?
