Container in Header

hi, i'd like to show a container with 3 columns as an "overlay" on my header image (like this: https://imgur.com/b2t63bH)
Can i do this with elements? Or does somebody already have a solution for that? :)

will these images be different on each post / page? Or are they the same images?

What happens to the Post meta below the Featured Image ?
It should get pushed down.
