Comments Input Box at Top

Hi, I want to shift the comment box at top.
I used this thread to create a child theme and then add comments.php .. but the box is still not at the top.

Can you disable all plugins except GP Premium first?

yes, I have tried this exact solution.
btw. I copied the functions.php, changed the content by opening in notepad and saved as comments.php.
Hope that is the right method?

No effect.
Can you disable all plugins except GP Premium for me to have a closer look?
