[Resolved] comment entry form above the comment

Hi there
I want the comment entry form above the comments. I”ve downloaded the comments.php file wihch Tom recommend, but I do not know how to add it to my child theme. May you help me step by step?

I uploaded the file from file manager in my host Cpanel, and it worked only with one post which I Have a commit already. but the comment entry does not appear with the rest of posts?! What should I do?
