combine merged header with block element

Hi there,
I'm not quite sure, if I'm getting it right...
If I want the header be merged with the content, then it's not possible to use block-editor for styling the page-hero, right?
If I want to style the page-hero with block-editor, then I must do it without merging, right?
Concrete: I would like to build a page-hero for this page:

The header should merge with the content. But this is only possible with Elements > Header.
But in Elements > Header I cannot use the block-editor for styling text and buttons.
Maybe I don't get it right...

You can use a block element to create the page hero content, then use the header element only for the merge feature.

Yes, a video embed added through a Vimeo or Embed Block should also work.
