CLS Issue

Ok so is it possible to test these reusable blocks one at a time on a draft page to see if they ALL cause an issue or just one or two of them ?

I would be inclined to think its more likely the ones using the UA GB blocks.

I tested the first block on the page that has the Advertiser Disclosure that only contains the Heading block and a link and it does the same error. Once you place the reusable block on the page if you don't convert it into the regular block it freezes and you have to reload the page.

And if you create a new reusable block and add that to a blank page - does that also throw the error ?

I created a new page with a new reusable block only using the Heading block and it froze just as it does for the existing reusable blocks.

There could be an issue with the WP update or a plugin conflict - which you could test by disabling them.
I am at a loss as to what else could be causing that.
