Client Request – Menu

Hi,
My client is asking for the menu (on the mobile and tablet size) to be fully expanded like the desktop version, and for it NOT to be a 'drop down menu' is this possible, if so, how do I do this? So basically list in a row the site pages... home/about/contact etc. Many thanks.

That should overwrite the theme's CSS and display the proper menu at all times.
