Change Top Bar Size

I am trying to decrease the size of the top bar in the header. I tried to change the margin and padding for nav#secondary-navigation but can't get it smaller.

Are you using any caching plugin currently?
If so can you turn it off so I can inspect and view the code and source to see what's been done already?
