Change header or background image in mobile layout?

on my website http://www.playgic.com i want to customize the header. either if it can be responsive Or if not that, then change the header in some way?
can we hide or show something in mobile layout? Is it done through code? or any feature in customizer? block elements?

edit the Container Block that has the image as its background, in the Position field add: right center
