Change footer color

I made 2 websites with GP. On the first I can change the footer color in the customizer.
On the other website I miss the opportunity to make changes in the footer color. When I go to footer in the customizer I can only change the amount of columns in the footer but the option to make changes to the color or text of the footer is missing.
How can I make change to the footer area?

Can you check if GP Premium plugin is installed and activated on the second site?
If it is installed and activated, can you check if the Colors module is activated on GP Premium?
