can't make a hook

I’d like to add a Block element and choose the Block Type “Hook” and then hook into the footer, but the Block element that I added Has a “Display Rules” tab and no “settings” tab and there is no Block Type, Hook or Priority. I’m confused because it’s different on another site on the same server. This is a screenshot of what I see in the element screen
