Can't get WP to produce a menu

Hi,
I've read the instructions by WP, GP, others on how to get a menu - basically all saying same thing. But I can't see what the instructions say I should be seeing!
Basically, when in the menus option I should see a list of all my pages - but the pane is blank so there's no option to "select all". It would appear none of my pages exist. I've tried various combinations but nothing works.
I'd add screenshots but seems I can't.

Can you make sure the pages you created are published and not save as draft?

Some are draft, others were 'Private' - now set to publicly publish and problem solved - partially!!
So does this mean I can't produce/manage any menus until I publicly publish all pages - even when they aren't fully ready for the www yet - they wouldn't look brilliant if someone saw them? Or am I missing something? I been running a website for years but new to WP and its weird ways.
Unfortunately that's just how WordPress menu system work.
You can consider using the maintenance mode for your site while developing:
