    I am having difficulty formatting my footer.

    I have tried zeroing the number of widgets in the footer, and still see placeholders.

    The text in the placeholders advising “To remove or choose the number of footer widgets, go to Appearance / Customize / Layout / Footer Widgets.” actually points to “my-site/wp-admin/customize.php”. Below the “Layout” option, there is a “Footer” option, but no “Footer Widgets” option.

    I have screenshots, but do not know how to upload/attach them.

    What about the metabox for that page? Is it set to global?

    You nailed it. I had (for some reason) the page-specific setting set to two.
