Can't choose navigation location one website

Hello,
Normally you can select the navigation location in the customizer but this function isn't available on one of my websites.. Not sure what is going wrong.
Generatepress and the GP premium is up to date.
Well, goodmorning to me! I've selected 'use header as menu' so that disables the location function.. 😅
