Can't Access Nested Menu Items on Mobile

My menu has multiple nested levels. On mobile devices, when I try and expand a menu item to click on a sub-menu item it launches the menu item associated with the toggle. I expected it to expand the sub-menu so I could select one of the sub items. You can see the problem at jrosenortho.com. Any thoughts on how I can fix this?
