Cannot Update

Hi ,
I am new to wordpress and i am creating website using instant wordpress on my computer desktop.I am using GP Premium.I currently have version 1.2.96
I keep getting the error message below when trying up date. I have tried downloading 1.3 through my account and have tried uploading through add new plugin but it still fails? Any suggestions on how to solve
